No, not in the sense that people use it today at home. In 1990 what we now call the internet was part of an education network known as the NSFNET. It was available for use in colleges and universities.
The internet was an evolution over three phases.
Phase 1) The internet started as a military project called the ARPANET (Advanced Research Projects Agency Network) in the 1960s.
Phase 2) In 1985 a program created by the National Science Foundation created the NSFNET (National Science Foundation Network) to take over management of the internetwork communications system formerly called the ARPANET.
Phase 3) In 1995 commercial network access points took over what we now call the internet, and the NSFNET was officially decommissioned.
